Biography

Bill is a strategic financial leader and change agent with experience working collaboratively with C-suite, financial, and operational leaders to solve high-priority issues. He is adept in shaping complex, global outsourcing deals for strong financial results and converts business opportunities into win-win contractual relationships. Skilled in the capture space and the lead finance role, he shepherds the resources needed to equip the organization with the tools and framing to accelerate long-term sustainability and organizational health.

As CFO of San Antonio-based Strategic Campaign Sourcing, LLC, Bill drives this privately-held staffing organization's financial and operational components, providing talent and resources to entities supporting community organizations, mass torts, and political campaigns. He is passionate about driving the $5M organization to a $50M regional entity over the next three years.

Before joining Strategic Campaign Sourcing, Bill led the commercial contract efforts as Vice President of Global Capture for Iron Mountain, the world's largest enterprise information management organization. He joined as the organization began to embrace the value of the contract capture specialty, took the reins, and quickly ramped up structure and discipline. Bill led the capture efforts for several important contract initiatives, corralling the thought leaders, resources, and data required to ensure success throughout the deal life cycle: awareness, assessment, RFI, RFP, negotiation, and close. Among other achievements, he led negotiations on a new $350M agreement with a significant US trust company, creating the largest client contract in company history.

Over an 11-year span, Bill leveraged his financial leadership savvy to navigate a smooth transition as his legacy employer, Computer Sciences Corporation (CSC), merged with HP Enterprise Services (HP-ES) to form DXC Technology, a $20B, B2B, IT services provider. In the new DXC organization, Bill was appointed as the Global Partner Executive, Lenovo. He successfully integrated the Lenovo product line into the newly formed sales platform to ensure inclusion in all bidding activity. Bill drove Lenovo penetration from ground zero to an $800M total contract value during year one. Before the merger with HPE-ES, Bill's eight-year role as Finance Director at CSC positioned him to take the lead as Capture Executive, lending strong financial acumen to deal pursuits as a solutions proofer and strategic driver. Bill led internal and external deal-shaping and negotiations at CSC, shepherding significant pursuits of new and complex contract relationships, and supplying the sales teams with leadership and the analysis necessary to guide negotiations to successful close.

As a successful consultant, Bill helped to shape the future of two startups, SpeechRep Media and Digital Sports, Inc., as Vice President of Business Development at both organizations. He secured an initial $15M angel funding to support the build and launch of Digital Sports and a private equity capital raise for SpeechRep. Bill propelled the growth of both organizations to $2M ventures. Early product leadership success spurred Bill's rapid rise to Vice President of Product Management and Marketing at Naviant Marketing Solutions soon after its acquisition of IntelliQuest, where Bill was Director of Operations.

Bill earned his Bachelor of Science in Accounting, summa cum laude, at Texas State University at San Marcos.
